Weather Dependent - Vehicle Access During Paving and Curing
We are quickly approaching the end of construction activities at Carleton Condominium Corporation No. 113. We appreciate the patience shown by Owners and Residents, and kindly ask you to wait until end of day on Friday, June 26th, to return your vehicles to their parking locations. This continues to be weather dependent. Please be mindful of the parking curb installation occurring on Friday, June 26th.
Resident Services During Construction - Your Questions Answered
| Para Transpo & Accessible Transport | When booking, advise the operator that the property is under construction. Please arrange to meet your ride at the nearest open street entrance — typically along Queensdale Avenue. If mobility limitations make this difficult, contact Sentinel Management in advance and we will coordinate with Cavanagh to assist. |
| Taxi & Ride Sharing | Set your pick-up/drop-off point to the street perimeter (e.g., Queensdale Avenue) rather than your unit address. Taxis and rideshare vehicles cannot enter the site during working hours (7:00 AM–5:00 PM) or during paving/curing closures. |
| Cavanagh is coordinating directly with Canada Post and mail delivery is expected to continue. Pedestrian access to community mailboxes will be maintained throughout the work — please use caution and follow any signage or crew direction. | |
| Deliveries (Amazon, Couriers, etc.) | Couriers will not be able to drive to your door during working hours or paving closures; expect deliveries on foot or minor delays. Add delivery instructions to your orders where possible. We strongly recommend rescheduling large deliveries (furniture, appliances, moving trucks) until after June 26. |
| Garbage & Recycling | Cavanagh is coordinating to ensure collection continues. On collection days during paving, place bins at the nearest accessible point at the edge of the work area by 7:00 AM. |

IMPORTANT NOTICE TO ALL OWNERS AND RESIDENTS

Dear Owners and Residents,
The Board of Directors and Sentinel Management wish to remind all owners, residents, and their guests that this community is shared by 135 households. The stress of an active construction project does not diminish the obligation of every member of this community to treat one another - and Corporation staff, Board members, and contractor personnel - with courtesy and respect.
CCC No. 113 maintains a zero-tolerance policy with respect to harassment. This applies equally to:
- Aggressive, threatening, or intimidating behaviour toward neighbours, Board Members, or Sentinel staff;
- Rude, demeaning, or verbally abusive conduct, whether in person, by telephone, or in writing;
- And any conduct that constitutes harassment as defined under the Ontario Health and Safety Act, or applicable legislation.
Residents who experience or witness such conduct are encouraged to report it in writing to Sentinel Management at the contact information below. The Corporation reserves the right to pursue all available legal remedies in response to confirmed incidents of harassment, including recovery of associated costs from the responsible unit owner.
1. VEHICLE & PARKING RESTRICTIONS - JUNE 16 TO JUNE 22, 2026
Pavement reconstruction has now entered the asphalt paving phase. The base lift of asphalt is currently being completed on the roadways, with the top lift of asphalt scheduled for June 18th and 19th. During this critical paving window, vehicular traffic on Corporation roadways, parking areas, and driveways will cause permanent damage to the fresh asphalt surface.
Effective immediately and through June 22, 2026:
- NO personal vehicles are permitted to drive on or park on Corporation property.
- This restriction applies 24 hours per day, 7 days per week, for the duration of this notice period (June 16 - June 22, 2026).
TOWING ENFORCEMENT
Any vehicle found on Corporation Property will be towed at the Owner's expense, without further warning. Vehicles will be relocated to any available space on Queensdale Avenue, or, if no legal spaces remain, to any available space. The Corporation assumes no liability for vehicles towed during this period.
QUESTIONS
We recognize that this restriction is an inconvenience and sincerely appreciate your patience and cooperation as we complete this significant investment in the property. We anticipate normal vehicle access will resume following the completion of the paving, weather dependent, on June 22, 2026.

Work is progressing well and on schedule. Grading of the granular base is nearly complete, the soft area at the common walkway between 3179/3181 Stockton has been repaired, and the consulting engineer (Paterson Group Inc.) has confirmed that all work to date is in general conformance with the project documents. This update provides the confirmed schedule for the remainder of the project and answers the questions we have received from residents about day-to-day services during paving.

Vehicle Access During Paving and Curing – Important
To date, Cavanagh has been very accommodating to residents who require vehicle access to the site, and we thank them for that flexibility. However, with asphalt placement beginning next week, this will change:
- Effective Friday, June 12: No parking anywhere on Corporation Property until paving is complete and asphalt has cured. All vehicles must be removed before 7:30 AM.
- No exceptions will be made. Vehicles left on the property will be towed to available space along Queensdale Avenue at the owner’s risk.
Resident Services During Construction – Your Questions Answered

Dear Owners and Residents,
Construction of the Asphalt Reconstruction Project commenced June 1, 2026, and is progressing ahead of schedule. This update provides the current project status based on the consultant's field reporting through the work undertaken this week, the upcoming week's schedule from Cavanagh, and important reminders regarding parking and resident responsibilities.
1. Project Status – as of June 3, 2026
Approximately 90% of pavement demolition, excavation, and removals are complete across the property. Remaining sections include the property entrances, and the common walkway between 3179/3181 Stockton. Contractors have completed saw-cutting of all disturbed pavement edges. Roadway grade surveying is well underway.
The Schedule for work is progressing ahead of schedule. Grading is set to be completed by June 10; base lift of paving will begin on June 11th, with paving activities expected to conclude by end of day on June 19th, 2026. We remind all parties that the schedule provided by Thomas Cavanagh Construction Ltd. is subject to change due to weather or site conditions. Further updates will be communicated as work progresses.
2. Parking Restrictions & Resident Responsibilities
A NO PARKING ON CORPORATION PROPERTY – EXCEPT FOR FRIDAY 6:00 PM TO SUNDAY 8:00 PM

All vehicles must be removed from Corporation property before 6:30 AM on each working day. Vehicles remaining onsite after 6:30 AM will be towed at the owner's expense. Contractors will tow vehicles to any available side street if left on the property, without notice. Residents leave vehicles at their own risk.
3. Engagement with City of Ottawa
As communicated in the Project Start Notice, it is the Resident's responsibility to make alternate parking arrangements for the duration of active paving work at the Corporation. Management has been in daily conversation with the Board of Directors and the City of Ottawa to assist Residents with the parking displacement through this project. We will send further communications on these endeavors as information is returned to our office by the City.
